ANYONE who has traveled through the herb-perfumed countryside of Provence is familiar with one of the region’s great delicacies: seafood soup. The ingredients vary from village to village — some have more shellfish than others, some a greater variety of finfish — but all are as fresh and uplifting as a Mediterranean dawn.

If your main ingredients are indisputably fresh and the seasonings on target, you can’t miss. If you use finfish, choose nonoily varieties like monkfish, blackfish, cod or tilefish. Mussels are a cheap and delicious addition.

To remove grit from mussels, place them in a big bowl of cold tap water. Using your hand, agitate the mussels in a washing machine fashion, back and forth. When the water gets sandy pour it out and repeat with clean water. Two or three times should do it.

A partly opened mussel may be dead. To test, squeeze the mussel shut; if it stays shut, the mussel is good; if not, discard it. To check freshness, place the mussels in a bowl of water. If any mussels float, they are dead or empty. Be careful: mussels will die in tap water if left for longer than 15 minutes.

Traditional Provencal ingredients go into the stock: garlic, onions, leeks, sweet peppers, saffron, tomatoes, thyme, anise seed and white wine. The soup takes only about 15 minutes to cook.

Garnish it with Parmesan croutons, which can be made easily with a baguette, garlic, olive oil and cheese. Fish Soup Provencale 1 pound nonoily fresh fish like monkfish, blackfish or tilefish, or any combination 2 tablespoons olive oil 1/2 cup finely chopped onions 1 cup chopped leeks, both white and green parts 1 tablespoon finely chopped garlic 1 medium sweet red pepper, cored, seeded and cut into small cubes 1 medium green pepper, cored, seeded and cut into small cubes 1teaspoon saffron threads, loosely packed 1 cup white wine 1 cup canned crushed tomatoes 2 cups water 1 sprig fresh thyme or 1 teaspoon dried 1 bay leaf 1 teaspoon anise seed 1/4 teaspoon red pepper flakes Salt and freshly ground white pepper to taste 1 pound mussels, well scrubbed 4 tablespoons finely chopped fresh basil or parsley.

1. Cut the fish into 1-inch cubes.

2. Heat the oil in a heavy casserole or skillet. Add the onions, leeks, garlic, red and green pepper and the saffron. Cook, stirring over medium high heat, until wilted.

3. Add the wine, canned tomatoes, water, thyme, bay leaf, anise seed, red pepper flakes and salt and pepper to taste. Bring to a boil and simmer for 10 minutes.

4. Add the fish and the mussels; stir gently; bring to a boil. Cover and simmer for 5 minutes. Check for seasoning. Remove the thyme and bay leaf. Make sure all the mussels are open. If not, cook a bit longer. Sprinkle with the basil and serve.

Yield: 4 servings

Approximate nutritional analysis per serving: 292 calories, 12 grams fat, 24 milligrams cholesterol, 350 milligrams sodium, 30 grams protein, 16 grams carbohydrate. Parmesan Cheese Croutons 1 small loaf of french bread, like a baguette 1 large garlic clove, peeled 2 tablespoons olive oil 4 tablespoons Parmesan cheese or Romano.

1. Preheat broiler.

2. Rub the outside of the bread with the garlic. Cut the bread into slices about 1/4-inch thick.

3. Arrange the slices on a baking sheet and brush one side with oil.

4. Place under the broiler until lightly browned on one side. Turn and repeat.

5. Top each crouton with the Parmesan cheese. Place under the broiler until golden brown.

Yield: 4 servings

Approximate nutritional analysis per serving: 287 calories, 11 grams fat, 5 milligrams cholesterol, 507 milligrams sodium, 9 grams protein, 36 grams carbohydrate.
